Meeting call to order

7:38 P.M. -- General Meeting Called to Order after executive meeting and Bennett Conditional Use Hearing.

Approval of Minutes

Motion by Martenson to accept the minutes of the General Meeting on September 11, 2006 and the minutes of the work session on October 4, 2006, 2nd by Koldjeski. Motion voted, all in favor.

Announcements

There will be an ordinance hearing for No Parking signs on School Street on 11/8/06 at 6:30PM and a budget meeting on 11/8/06 at 6:45PM followed by the work session. There will be a conditional use hearing on 11/13/06 at 7PM before the General Meeting.

Correspondence

Correspondence is available with the Secretary’s office during regular business hours for review

New Business

HA Thomson: BJ Gianguillo came before the Board to discuss the liability insurance that renews on 2/4/07. There will be an increase of $2800 for an annual premium of $31,000. Koldjeski asked for an update of losses with narratives.

Standing Committee Reports

POSTED - Planning Commission Minutes and Police Report.

Road Master

Martenson reported that the road crew has been doing vehicle maintenance, pipe crossings and shoulder work. The supervisors did a road inspection and asked Randy Decker, PADOT, about a top coat on Port Royal Road. Decker stated that it would be best to wait until spring. Mr. Koerner stated that the Stop sign is down at Lower Maple and Valley View. Miller will have road crew fix tomorrow.

Wage Tax Collector

Bonnie Sherman stated that they are working with Michael Mahon, AHSD, trying to get more money from Scranton and Kenny McDowell’s office. Koldjeski suggested the Township send a letter to McDowell’s office concerning the status of our accounts. Letter will be sent once Koldjeski speaks with Pardue.

SAPA

Koldjeski stated that there are two firms that are being considered for the comprehensive planner from Boston and Philadelphia. Carson Helfrich will be the local planner.

Recreation Center

Sandy LaCoe reported that the soccer field soil sample was given to Greg Armstrong, Country Club of Scranton. From preliminary reports, there is little top soil. The annual canvas letter is ready to go out soon. Brown Brothers will be starting the concession room windows in about two weeks. Grace Baptist donated and replaced broken ceiling tiles in the gym and donated new carpeting for the game room at no cost to the center. The Committee decided it was more cost efficient to go with the $30 per extra pick-up with the garbage.

Solicitor Report

Sileo reported that litigation is status quo at this point. Once we hear back from the tax office, we will decide if a new ordinance for the realty transfer tax needs to be done. Cherry Ridge roads have been added to our mileage with the State. Sileo gave language for the irrevocable line of credit for the maintenance bond for Hidden Valley. The Paolucci issues will be filed with the magistrate’s office to enforce the fine and possibly a separate action with Lackawanna County Court of Common Pleas.

CEO Report

Koldjeski stated that Haan stopped the work at Woodhaven Crest because the subcontractor violated the agreement. Until the issues are resolved they will not be permitted to work.

Public Input

Emmett Sherman reported that there is a junk yard filling up at the bottom of Airport Drive and Rte. 307.

Motion by Martenson to pay the bills presented, 2nd by Koldjeski. Motion voted, all in favor.

Being no further public input and discussion, Martenson motioned to adjourn the meeting, 2nd by Koldjeski. Motion voted, all in favor.
