Meeting called to order at 7:30 PM with the Pledge of Allegiance to Flag.

Raino motioned to accept the minutes of the February 28, 2007 Meeting, 2nd by Stemphoski. Motion voted, all in favor, Sartori abstained.

New Business

  • Rotary Fireworks - Mr. Mumford from the Abington Rotary was present at the meeting to discuss the fireworks display at the Abington Heights Middle School. Application was submitted for review by the Planning Commission. Fireworks will be Saturday, June 30, 2007 with a rain date of July 3, 2007. Mr. Mumford stated that he wishes to have the permit fee waived as in the past years. Motion by Raino to recommend that the Supervisors grant the mass gathering permit and waive the fee and that the Rotary provide insurance certificate to the training grounds and a list of sheriff’s that will work that day to Chief Reese, 2nd by Parsells. Motion voted, all in favor.
  • Sal Pileggi - Mr. Pileggi along with his engineer, Mark Dieter, presented the sewage treatment plans for the facility Mr. Pileggi proposes on his property. Pileggi stated that originally he wanted to put in a sewage system for eight lots but that the State asked that a regional facility be put in. Dieter stated that this was asked of Pileggi at a meeting with DEP on approx. April 13, 2007. Pileggi stated that the individuals at DEP that have been working on this with him are Darryl Fitch and Charlie Dietz. Haan pointed out that the box was checked for the hydro geological study on the forms provided to the Township; however, the study was never performed. Pileggi admitted he mistakenly checked the box and that the study was not required by DEP. Haan asked about the stream being tested, Pileggi stated that it was tested and that it is a perennial stream. A letter or document proving that it is a perennial stream is requested. The system’s minimum intake is 8,000 to 10,000 gpm and could require more treatment if the system does not take in the minimal amount. The maximum is 26,000 gpm. When asked by the Commission about if the amount exceeds the 26,000 during a storm does the system have the ability to store the excess – answered that there will be little or no overflow. Haan stated that the Township code should be addressed in the application and a copy of the code was provided to Dieter. The 100 EDU’s that Pileggi is requesting does include other property not owned by Pileggi. The alternative analysis is not complete and the projective flows are not filled in. Haan stated that the planning module is not complete. Pileggi stated that he wants it in writing what the Planning Commission found incomplete with the planning module. Haan also pointed out that there are three different numbers for the project plans.
  • Ministry - A representative of a ministry came to the meeting to discuss zoning with the Commission regarding having a ministry at the White’s Farm property. Commission discussed that a conditional use would be needed.
  • Fencing - Haan discussed the letter received regarding the fence on Milwaukee Road. After some discussion and review of the ordinances, the Commission decided that the fence is legal as is.
