Meeting called to order at 6:00PM with the Pledge of Allegiance to the Flag
Meeting duly advertised in the Abington Journal to open bids for the Bridge Lane Paving Project and any other business put before the Board.
Bridge Lane: The only bid received was from P.W. Washo for $48,795.00. After reviewing the documents, motion by Martenson to award the bid to P.W. Washo for $48,795.00, 2nd by Koldjeski. Motion voted, all in favor.
Recreation Center Roof Bids: Bids were received from William Davis for $6,400; Pinnacle Roofing for $13,400; and Smith & Miller for $16,625.00. After some discussion with Robert Reed, Recreation Committee, motion by Martenson to accept the bid from William Davis for $6,400 to repair the roof at the Recreation Center, 2nd by Koldjeski. Motion voted, all in favor.
Amy DeLuccie: Ms. DeLuccie is the owner of nine dogs that are housed on Cherry Hill Road. Haan has visited the property several times due to complaints regarding the noise of the barking dogs. Ms. DeLuccie was issued warnings by Haan on Tuesday, October 23, 2007. One warning was for a business that Ms. DeLuccie claims was shut down a year ago. Haan stated that he was in receipt of a business card for the business which contained the name and address of Ms. DeLuccie at Cherry Hill Road. Ms. DeLuccie claims that these business cards were done back on September 16, 2005 and will provide proof to the Township. The second warning was for the noise ordinance violation of Newton Township. Haan stated that he visited the location on Friday, October 19, 2007 at 1am and the dogs were barking. Ms. DeLuccie was informed of the noise problem a year ago. At that time, DeLuccie claimed that the dogs wear barking collars at night. Supervisors explained that something has to be done now to keep the dogs quiet and contained in the building at night. DeLuccie does not live at the residence and the owner of the property, that lives there, has stated that he does not hear the dogs. Bob Holden of 14039 Church Hill Road stated that the previous owner had requested a variance and was denied and no further action was taken. He also stated that the previous owner had no dogs barking like it is now plus the owner lived on the property. Other area residents that complained about the constant barking were: Mrs. Markov, 2217 Port Royal Road, Charles Harhood, 14008 Church Hill Road, Kathleen Mann, 2207 Port Royal Road and Joann Szymanski, Port Royal Road. Koldjeski stated that citations are going to be issued and a hearing with the magistrate will be scheduled. If the problem is not corrected, more citations will be issued. Charlie Harhood will be the contact to give the residents notice as to when that hearing will take place.
Abington Area Joint Recreation Board: Michele Breslin from the Committee presented the Board with plans of the park located by the Clarks Summit State Hospital. She stated that the Committee would like to have Newton Township join with them. Koldjeski stated that the Township owns a recreation facility that offers most of what the Abington Area Park offers. Breslin also stated that she would like to see more open discussions with all the area municipalities regarding what are offered at their facilities and what is planned.
Motion by Martenson to adjourn, 2nd by Koldjeski. Motion voted, all in favor.
