Meeting Called to Order

Meeting Called to Order at 7:32PM with Pledge of Allegiance after Conditional Use Hearing.

New Business

  • Road Bids - Bids were opened for the road patching project advertised by the Township. Bids were as follows:

  • Ordinance 1-2008 - Entitled An Ordinance of the Township of Newton providing for an agreement of intergovernmental cooperation for the purpose of multi-municipal comprehensive planning by the Township of Newton and the adjacent municipalities of Abington Township, Clarks Green Borough, Clarks Summit Borough, Dalton Borough, Dunmore Borough, Glenburn Township, North Abington Township, the City of Scranton, South Abington Township and West Abington Township. Motion by Koldjeski to pass Ordinance 1-2008, 2nd by Martenson. Motion voted, all in favor.

Public Input

  • Carl Caswell - Mr. Caswell came before the Board to again discuss his hardship for an addition on his home. The hardship was previously granted by the Board for the deviation from the setbacks for the front of the house; however, he needed to receive written approval from the neighbor for the side yard deviation. Mr. Caswell is unable to get that permission. Caswell pointed out that his neighbor is only 12 feet from the side setback. Haan stated that he had no objections because the whole neighborhood is situated like this. Motion by Martenson to approve waiver of side setbacks on the Caswell property on Richard Road, 2nd by Koldjeski. Motion voted, all in favor.

Unfinished Business

  • Koldjeski - spoke of a phone call he received by a resident on Cherry Hill Road. A letter is to be sent to Chief Gerrity, South Abington Police, as to what the procedure is and how it is handled when South Abington is unable to respond – does the call automatically go to the State police or does the Township need to set something up.
  • Pardue - Pardue stated that the Ford F550 will be back by the beginning of the week and that the insulation of the building will be started on Tuesday and will take 2 days maximum to complete.

CEO Report

Haan reported that he approached someone on Newton Road that was putting on an addition with no permit. The owner has applied for the permit. He also called the bank with regards to a property on Newton Road that is not being maintained and is awaiting a call back. Haan visited Milwaukee Cycle and he was told that the trees will be planted next week. Paolucci has drug more trailers from the back and is making slow progression.

Bills were signed and discussed. Miller to check a discrepancy with the Penn Security bill.

SAPA

Lee Jamison came to discuss the SAPA. He stated that the planners were in favor of promoting the use of small scale community disposal systems where small villages are located – Jamison told the planners he was confident in stating that he believed that the Township Supervisors would not be in favor of that – Supervisors agreed. The planners were in favor of the setbacks to wetlands and two perc sites per location.

Being no further discussion, meeting adjourned. Motion by Martenson to adjourn, 2nd by Koldjeski. Motion voted, all in favor.
