Meeting call to order
7:50 P.M. -- General Meeting Called to Order with Pledge of Allegiance after executive session.
Approval of Minutes
Motion by Koldjeski to approve the minutes as prepared from the Work Session and General Meeting on September 14, 2009, 2nd by Martenson. Motion voted, all in favor.
Motion by Martenson to approve the minutes as presented from the Conditional Use Hearing on October 7, 2009, 2nd by Koldjeski. Motion voted, all in favor.

Announcements
Zoning Hearing on 10/15 at 7PM for an appeal of ordinances.
Zoning Hearing on 10/26 at 7PM for variance request for cell tower.
Executive Session held earlier was to discuss legal issues.
New Business
- Linda Nealon - Mrs. Nealon came to speak about the hazards of gas drilling. The process is called hydraulic fracking and ground water is affected. Gas companies are exempt from the safe water act – they are at a federal level. She asked if the Township has an ordinance regulating drilling. Township has an ordinance that addresses the location, water run-off, etc. in our zoning book.
- Posting Roads - Information regarding the Township posting roads was received from Milnes Engineering – Rick Thompson needs to sign each one. Sileo will contact Ned Slocum about an ordinance to put into place.
- Municipal Publication - Koldjeski gave Miller a letter to send out to area businesses for advertising on the new brochures. The total cost for the Township will be approx. $4800. If area businesses will contribute, it will defray some of the cost for the Township.
- Ray Keller - Mr. Keller asked what the status is with Comcast. Sileo stated that Comcast has asked the courts for a declaration that there is a lot of competition. Comcast has also broken off communication with the Township.
Unfinished Business
- Road Bids - All the required information from Axtell’s was received and in order. Supervisors signed the contract and gave the word for them to proceed.

Road Master
Martenson reported that the DPW is working on road patching, cleaning head walls and ditches. The international needs a spreader soon. Miller to send a letter to AHSD regarding the discontinuance of using road salt from Newton Township.
Abington COG
Jamison reported that they are discussing action with the Single Tax Office. On October 14, 2009 at Olyphant Borough at 7PM concerning the EIT issues.
Planning Commission

Rec Committee
LaCoe reported that the roof was repaired today. Bids that were opened at the Work Session were discussed again. The total cost of all the work that needs to be done is approx. $5750.00. Motion by Martenson to accept the bid from Abington Paving for patching the kitchen area at $1400, 2nd by Koldjeski. Motion voted, all in favor. Motion by Koldjeski to accept the bid from Scranton Tinning for 8 downspouts for $850, 2nd by Pardue. Motion voted, all in favor. Motion by Martenson to accept the bid from Buranich Excavating for $3500 for the removal of steps leading to playground, 2nd by Koldjeski. Motion voted, all in favor. This money will come out of their capital repair fund.
SAPA
Jamison stated that the public hearing was held and the planning code packet was largely completed. Transcript of the tape will be provided. Public comments will be welcomed until October 23. Jamison also presented Board with a model resolution.
Wage Tax Collector
None
Solicitor
Sileo stated that he will be putting a letter together to give to Paolucci that we expect the property cleaned up and get done what was ordered by the courts. Also, he is in the position now to deal with employers that are not paying wage taxes. The wind towers ordinance is moving forward.
CEO
Haan reported that he has a meeting with a structural engineer on Thursday regarding the property on Summit Lake Road.

Motion by Koldjeski to pay the bills as presented, 2nd by Martenson. Motion voted, all in favor.
Being no further public input and discussion, Koldjeski motioned to adjourn the meeting, 2nd by Martenson. Motion voted, all in favor.
